Mr. Tahir Ali Khan is a seasoned professional with over three decades of experience in finance, administration, and human resource management, particularly within international development and public sector organizations. He holds a Bachelor of Arts from the University of Peshawar and a BSc (Hons) in Economics from the London School of Economics, UK. He is a Fellow of the Institute of Financial Accountants (UK) and the Institute of Public Accountants (Australia).

Mr. Khan has held key leadership roles with prestigious organizations including the Asian Development Bank, where he served for 16 years as Head of Finance and Administration, and the USAID Power Distribution Program, where he contributed both as Program Manager and Director (HR & Supply Chain Management). He has also served as a Senior Consultant and HR Advisor with Tethyan Copper Company Pakistan (Pvt.) Ltd.

Currently, he serves as a Director on the Board of Peshawar Electric Supply Company (PESCO) since August 2024. His prior governance experience includes board roles with Mardan Medical Teaching Institute and the Islamabad Healthcare Regulatory Authority. He has also completed formal board training under the Directors Training Program conducted by PICG.

Mr. Khan brings extensive expertise in financial management, institutional development, and corporate governance, contributing valuable insight to the Board.

Mr. Fazal-E-Khaliq is an experienced electrical engineer with a distinguished career in the power sector, bringing extensive technical and operational expertise to the Board. He holds a BSc in Electrical Engineering from the University of Engineering and Technology (UET), Peshawar, and is a registered member of the Pakistan Engineering Council (PEC) as well as a member of IEEE Pakistan.

Over the course of his career, Mr. Khaliq has held key leadership positions within Peshawar Electric Supply Company (PESCO), including Chief Engineer (BPS-20) and Superintending Engineer (Khyber Circle), where he played a significant role in managing power distribution operations and engineering functions.

He currently serves as a Director on the Board of PESCO since August 2024. He has also completed the Directors Training Program for SOEs conducted by PICG, further strengthening his governance and board-level competencies.

Mr. Khaliq contributes valuable technical insight and sectoral experience to the Board, supporting informed decision-making and effective oversight.

Ms. Saima Akbar Khattak is a highly accomplished legal professional with extensive experience in corporate law, governance, and regulatory affairs across leading national and international organizations. She holds a Master of Comparative Law from Tulane Law School, New Orleans, USA, and is a member of multiple professional bodies, including the New York State Bar, Virginia State Bar, and the United States Bankruptcy Court (Eastern District of Virginia), in addition to her legal affiliations in Pakistan.

Over the course of her career, Ms. Khattak has held senior leadership positions, including Chief Legal Officer at Oil & Gas Development Company Limited and Head of Legal at K-Electric. She has also served as Group Company Secretary for PTCL and Ufone, and has been associated with M. Fazal-e-Akbar & Co., Islamabad. Her diverse experience spans corporate governance, compliance, and legal advisory in complex, regulated sectors.

She currently serves as a Director on the Board of Peshawar Electric Supply Company (PESCO) and Hazara Electric Supply Company since August 2024. Her previous board experience includes serving as Director at Lahore Electric Supply Company and Khyber Pakhtunkhwa Healthcare Commission.

Ms. Khattak has also completed the Directors Training Program for SOEs conducted by PICG, further enhancing her expertise in corporate governance and board effectiveness. She brings strong legal acumen and strategic insight to the Board, supporting robust decision-making and regulatory compliance.

Mr. Saud Azam is a seasoned banking and corporate finance professional with extensive experience in corporate and investment banking, relationship management, and business development. He holds a Bachelor of Engineering (BEng) in Civil Engineering from the University of Hertfordshire, UK, and an MBA from Anglia Polytechnic University (now Anglia Ruskin University), UK.

Mr. Azam has built a strong career in the financial sector, currently serving as Regional Corporate Head (North) at Dubai Islamic Bank (Pakistan) Limited, where he has been leading corporate and investment banking operations since 2013. Prior to this, he held senior positions at Samba Bank Limited, Askari Bank Limited, and Standard Chartered Bank, gaining broad expertise in corporate banking and client relationship management. His earlier experience also includes roles in operations management and international consulting.

He is currently serving as an Independent Director on the Board of Peshawar Electric Supply Company (PESCO) since August 2024. He has also completed the Directors Training Program for SOEs conducted by PICG, strengthening his capacity in corporate governance and board oversight.

Mr. Azam brings valuable financial insight, strategic perspective, and private sector experience to the Board, contributing to effective governance and informed decision-making.

Mr. Nisar Ahmad is a senior officer of the Pakistan Administrative Service (PAS) with over two decades of extensive experience in public administration, governance, and policy implementation. He currently serves as Secretary, Energy & Power Department, Government of Khyber Pakhtunkhwa, where he oversees strategic planning and management of the province’s energy sector.

He holds a Master’s degree in Pakistan Studies from Quaid-i-Azam University, Islamabad, and a Bachelor’s degree in Political Science and Law from the University of Peshawar. Throughout his career, Mr. Nisar Ahmad has held several key leadership positions, including Commissioner Mardan, Commissioner Dera Ismail Khan, Managing Director of the Khyber Pakhtunkhwa Public Procurement Regulatory Authority (KPPPRA), Secretary Food Department, and Chief Economist for the Government of Khyber Pakhtunkhwa.

His diverse experience spans economic planning, public procurement regulation, district administration, and energy sector governance. He has also completed various professional training programs, including the Senior Management Course and Mid-Career Management Course, enhancing his expertise in public sector management and leadership.

Mr. Ahmad brings strong administrative acumen, policy insight, and governance experience to the Board, contributing effectively to strategic decision-making and institutional oversight.

Mr. Hassan Raza Saeed is a senior civil servant of the Government of Pakistan, currently serving as Senior Joint Secretary (HRM) in the Finance Division. He has been nominated as an Ex-Officio Director on the Board of Peshawar Electric Supply Company (PESCO), representing the Finance Division.

With extensive experience in public financial management, human resource governance, and policy formulation, Mr. Saeed has played a key role in strengthening institutional frameworks and enhancing administrative efficiency within the public sector. His expertise includes budgetary oversight, fiscal discipline, regulatory compliance, and organizational development.

On the Board of PESCO, Mr. Saeed contributes strategic guidance on financial governance, corporate oversight, and policy alignment with federal government priorities. His presence ensures effective coordination between the Finance Division and the company, supporting transparency, accountability, and sustainable performance in the power sector.

Mr. Saeed is widely regarded for his professional integrity, analytical approach, and commitment to public service.

Zafar Yab Khan is a senior civil servant and accomplished public sector professional with extensive experience in governance, strategic communications, energy administration, and international diplomacy. A member of the 34th Common of the Civil Services of Pakistan (Information Group), he currently serves as Joint Secretary (Administration) and Official Spokesperson at the Ministry of Energy (Power Division), Government of Pakistan, while also holding the additional charge of Chief Executive Officer of Nandipur Power Company (Private) Limited.

Over the course of his career, Mr. Khan has held several important positions in the federal government, including Joint Secretary (Tariff & Subsidy), Director General Media and Spokesperson for the Ministries of Energy and Interior, Director at the Alternative Energy Development Board, and Public Relations Officer to the Prime Minister of Pakistan. His professional expertise includes energy sector governance, tariff and subsidy management, media relations, public policy coordination, administration, and institutional affairs.

From 2021 to 2024, he served as Press, Culture and Tourism Counsellor at the Embassy of Pakistan in Moscow, where he actively promoted Pakistan’s image through media engagement, cultural diplomacy, and tourism promotion. During his tenure, he facilitated several landmark initiatives aimed at strengthening Pakistan-Russia relations and enhancing positive international outreach for Pakistan.

Mr. Khan holds a Master’s degree in Political Science and an LL.B degree from University of Peshawar. In addition to his administrative and diplomatic experience, he has contributed articles and research publications on legal, governance, and public policy issues and is widely recognized for his leadership, communication skills, and public sector management expertise.
